Council has established a number of ExpressWay initiatives to significantly reduce timeframes and workload involved with the assessment of development applications. These include:
- fast tracked low complexity applications and concurrence agency assessments;
- Guaranteed 10 day turnaround;
- PD Online;
- checklists and information sheets;
- assistance and advice; and
- interactive mapping tool.
Our target is to process up to 70 percent of all applications through one of the ExpressWay fast track initiatives.

What is a Complexity Matrix?
The complexity matrix (PDF,1.6MB) is a tool to be used internally by Council Officers to categorise the complexity of a development application for the purpose of determining the most appropriate assessment path. In this way, applications that are of minimal complexity are able to be fast tracked through one of Council’s assessment frameworks.
The complexity matrix allows Council to identify applications of a low complexity and eligible for a simplified assessment process, resulting in faster assessment times. Proposals of higher complexity also benefit as the Council’s Fast Track System frees up Council resources for the assessment of these complex applications.
