In October, 2015, Council adopted the Hervey Bay Esplanade Tourist Precinct Master Plan which included high level master plans for each of the four high profile tourist precincts within Hervey Bay, including Pialba. Key actions identified in the Pialba Precinct included, but were not necessarily limited to, the adventure playground, skatepark and enhancements to the stage area.
Tract Consultants were then commissioned to work with Council to prepare a detailed Master Plan for the Precinct and the final report for this Plan was received in September, 2016.
The Pialba Adventure Playground project was submitted as one of the 29 projects submitted to the State Government’s Works for Queensland funding program and a budget of $900,000 has been approved by the State Government for the project. As part of the Works for Queensland program, the project is required to be delivered by November, 2017.
Design concepts can be viewed below.
As part of the detailed master plan process a number of sites within the Pialba Precinct were considered. The outcomes of the site selection investigations resulted in the selection of site 1 for a number of reasons including but not necessarily limited to
- proximity to WetSide;
- impressive gateway to the precinct;
- free from vegetation;
- visible from Main Street; and
- the ability for the oval to still cater for events.
However, at a Council meeting held on Wednesday, 14 June 2017 Council considered a resoultion put foward and resolved to locate the Pialba Adventure Playground west of the All Abilities Playground at site 2.
|Site free of vegetation||Land from Seafront Oval|
|Proximity to other activities including WetSide||Relocation of overflow car parking area|
|Overflow car parking available on extension area||Potential car parking issues (during peak seasons) until additional car parking provided as part of master plan works|
|Location complementary to overall Pialba Master Plan|
|Relatively flat site|
|Prominent location - viewable down Main Street|
|Impressive gateway element to Pialba Precinct|
|Protection from coastal issues due to exisiting infrastructure on beach side|
|No referral to State Government for development application referral for coastal management issues|
|Shade provided by trees around the edge of the site and roundabout|
|Access to car parking and toilet facilities|
|Preliminary site investigations finalised (incl soil testing, survey and service locations)|
|Development application lodged and currently in assessment phase|
Site 2 - chosen site
|Site 2 was the location of the adventure playground project in the original Hervey Bay Esplanade Precinct Master Plan.|
|Sufficient area of land||Conflict with other proposed Master Plan elements - ie new skatepark|
|Site free of vegetation||Little ability for shade from existing vegetation|
|Relatively flat site||Limited (if any) protection from coastal management issues due to limited vegetation and other infrastructure beach side|
|Access to car parking and toilet facilities||Site would potentially need some filling|
|Proximity to All Abilities Playground||Proximity to area identified as experiencing drainage issues|
|Lodgement of new development application required|
|Potential for State Government referral of development application for coastal management issues|
|Preliminary site investigations not undertaken (including soil testing, service locations and survey)|
|Potential site for historic dump site|
|Sufficient area of land||Existing large Fig Tree location|
|Relatively flat site||Proximity to Tooan Tooan Creek bat roosting area|
|Free of vegetation with the exception of the large existing fig tree||Area required for beach nourishment/remediation works. Potential conflict with heavy machinery and playground visitors during these activities|
|Access to car parking and toilet facilities||Only beach access point to access Tooan Tooan Creek mouth for sand extraction|
|Proximity to All Abilities Playground||Proximity to Butchulla Memorial|
|No referral to State Government for development application referral for coastal management issues||Lodgement of new development application required|
|Preliminary site investigations not undertaken (incl soil testing, service locations and survey)|
|Potential site for historic dump site|
|Onsite investigation works (including soil tests, survey and service locations)||June, 2017||Not commenced|
|Quotation process for playground equipment elements||May, 2017||Completed|
|Order placed for playground equipment elements||May, 2017||Completed|
|Relocation of sewer line||July, 2017||Completed|
|Onsite installation works to commence||September, 2017||Commenced|
|Onsite installation works to be completed||November, 2017||Not commenced|
