The Fraser Coast Planning Scheme

Council has started drafting the first Fraser Coast Planning Scheme, following the adoption of its Sustainable Growth Strategy in September 2011.

The Planning Scheme is expected to take effect in April 2013 and will supersede the currently administered Hervey Bay City Planning Scheme 2006, Maryborough City Plan 2000, the Planning Scheme for the Shire of Woocoo 2006 and the Tiaro Shire Council Planning Scheme 2005.

The Fraser Coast Planning Scheme will set out how land can be used and what controls apply to the development and subdivision of land in the region over the next ten years.

Where are we up to?

Council is currently working with Humphrey Reynolds Perkins Planning Consultants to develop the draft scheme.

It is anticipated that the draft scheme will be submitted to the Queensland Government at the end of April 2012 for their department to ensure it meets the requirements of their respective policies.

How it will affect you

Every block of land in the Fraser Coast region will be rezoned, although new zones may have the same or similar intent as the current zoning.

Residents and landowners will also be affected by the Fraser Coast Planning Scheme if they wish to develop their land, lodge a development application or lodge a submission about a publicly notified application.

You will have the opportunity to view the proposed new zoning when the draft Planning Scheme is publicly notified late 2012. 

Have your say and stay informed

Residents are encourage to attend information sessions that will be held during the public notification period and lodge submissions for consideration. 

These sessions will be advertised in local newspapers and on the website.

What is a planning scheme?

Every council in Queensland must have a planning scheme. 

It is a legal document that sets out how land can be used and what controls apply to the development and subdivision of land.

A planning scheme sets out:

  • how different parcels of land can be used
  • the location, type, scale and density of future residential developments
  • the location of commercial and industrial areas
  • the location of open space and other non-residential uses
  • how areas of cultural and environmental significance are to be protected
  • the extent and location of proposed infrastructure

What development will the Planning Scheme regulate?

The Fraser Coast Planning Scheme will regulate new development on all private land within the local government area including:

  • Making a material change of use of premises (eg. establishing a new use such as a child care centre, shops, units)
  • Reconfiguring a lot (eg. subdividing land to create additional allotments or change boundaries)
  • Carrying out operational work (eg. excavating or filling land, vegetation removal)
  • Carrying out building work (eg. building, repairing, moving or demolishing a building)
  • Plumbing or drainage work
