What's happening

Council is replacing the existing timber entrance pathway to Tom's Memorial Boardwalk at Nielsen Park, Torquay, with a new reinforced concrete pathway.

The new pathway will be approximately 32 metres long and two metres wide, providing a safer, more durable and accessible connection between Nielsen Park, Tom's Memorial Boardwalk and the Esplanade shared pathway network.

Why

The existing timber pathway has reached the end of its serviceable life after deteriorating through prolonged contact with the ground.

Replacing it with concrete will remove trip hazards, reduce ongoing maintenance requirements and lower whole-of-life costs while maintaining community access to the boardwalk.

When

Works are scheduled to begin on 11 August 2026 and are expected to be completed by 21 August 2026, weather permitting.

What

The project includes:

  • Removing the existing timber entrance pathway.
  • Constructing a reinforced concrete pathway approximately 32 metres long and two metres wide.
  • Installing temporary construction fencing and signage to ensure public safety during the works.

How much will it cost

The project has a forecast cost of $25,000 and will be delivered by Council's internal Landscape Construction team.

Community impact

Pedestrian access to the area will be managed during construction, with temporary fencing and signage in place to protect public safety while works are underway.

Some short-term disruptions may occur; however, the project has been planned to maintain access where possible and improve the long-term safety and accessibility of this popular coastal connection.
