Amenity and aesthetics policies
Council’s Amenity and Aesthetics Policies ensure certain types of development do not negatively affect the appearance and character of residential areas.
These policies apply to specific activities such as placing shipping containers on residential land or relocating a dwelling from one property to another.
Shipping containers and railway carriagesRemoving or resiting a dwelling
The Amenity and Aesthetics Policy (Impact of Shipping Containers and Railway Carriages)(PDF, 1MB) applies when shipping containers or railway carriages are placed on residential or rural residential land for more than 90 business days.
This policy applies where the structure is considered a Class 10a building or structure.
The policy outlines requirements relating to:
- the location of the structure on the property
- screening to reduce visual impact
- colour schemes to blend with surrounding buildings
- the maximum number of structures permitted on a site.
If a proposal cannot comply with one or more of the policy requirements, a Concurrence Agency Referral(PDF, 308KB) must be submitted to Council for assessment.

The Amenity and Aesthetics Policy (Removal or Resiting of a Dwelling)(PDF, 194KB) applies when an existing house is moved from one allotment to another.
The objective of this policy is to ensure that relocated dwellings do not detract from the visual character or amenity of the surrounding area.
Before removing or relocating a dwelling, you must submit an Application for Concurrence Agency Referral(PDF, 308KB) to Council and obtain approval.
