FRASER COAST REGIONAL COUNCIL NOTICE OF PUBLIC CONSULTATION ON PROPOSED PARKING (AMENDMENT)
SUBORDINATE LOCAL LAW (NO. 1) 2026
Proposed making of subordinate local law
1. Fraser Coast Regional Council ("Council") has proposed to make Parking (Amendment) Subordinate Local Law (No. 1) 2026(PDF, 578KB) (the "amending subordinate local law").
2. Local Law No. 5 (Parking) 2011(PDF, 629KB) authorises the making of the amending subordinate local law. The amending subordinate local law amends Subordinate Local Law No. 5 (Parking) 2011(PDF, 5MB).
Purpose and general effect
3. It is proposed that Subordinate Local Law No. 5 (Parking) be amended to:
a) enable the provision of residential parking permits;
b) enable the issue of parking permits to employees, contractors or agents of Council for operational purposes;
c) amend the declared off-street regulated parking area map for Richard Ramsey Place; and
d) declare additional off-street regulated parking areas at:
- The Pines Carpark;
- Urangan Treehouse/Botanical Gardens Carpark;
- Pier Precinct Carpark; and
- Endeavour Way Carpark
These amendments will improve Council’s ability to manage and enforce parking in off-street areas and address identified operational and regulatory gaps.
Consultation period
Council is inviting community feedback on the proposed changes. Written submissions by any person in support of, or objecting to, the amending subordinate local law are invited, commencing on 10 August and ending on 31 August 2026 (the "consultation period").
4. During the consultation period Council will make copies of the proposed amending subordinate local law available for inspection and purchase at Council's public offices at 77 Tavistock Street, Torquay (10 - 28 August 2026), 23 Main Street, Pialba (31 August 2026) and 211-213 Adelaide Street, Maryborough. Alternatively, copies will be available free of charge on Council's website at www.frasercoast.qld.gov.au
5. Written submissions must be received on or before 31 August 2026 stating:
- The grounds of the submission; and
- The facts and circumstances relied on in support of those grounds
6. Submissions may be lodged:
- Via email at enquiry@frasercoast.qld.gov.au;
- By post to Fraser Coast Regional Council, PO Box 1943, Hervey Bay QLD 4655; or
- In person at any Fraser Coast Regional Council Customer Service Centre during business hours

7. Council can only consider properly made submissions. To be considered, your submission must:
- Be in writing;
- Relate to the proposed parking law changes; and
- Be received by Council on or before 31 August 2026
Written submissions may be lodged electronically, by post, or delivered in person. No acknowledgement will be issued on receipt of submissions.
