Fraser Coast Beachfront Caravan Parks Redevelopment

Fraser Coast Regional Council owns four beachfront caravan parks.

These parks have been operating for many years, but their facilities and infrastructure are old and need upgrading. Some van sites extend too far onto the foreshore, and the narrow internal roads make it hard for modern caravans and vehicles to move around.

What's happening

Council is upgrading these caravan parks, which are located on State Government camping reserves managed by Council.

Why

The upgrades will:

  • Ensure caravan sites do not encroach onto the foreshore.
  • Replace old underground services, infrastructure, and facilities.
  • Reconfigure site layouts to use space better and meet guest expectations.
  • Widen narrow roads to improve access and movement within the parks.
  • Address traffic issues, especially along the Esplanade.

When

  • Completed:
    • Scarness Beachfront Tourist Park
    • First stage of Burrum Heads Beachfront Tourist Park
  • Ongoing:
    • Burrum Heads Beachfront Tourist Park, second stage (riverfront sites and camp kitchen) expected completion: September 2025 (weather permitting)
    • Pialba Beachfront Tourist Park, first stage (new site office & manager’s residence, amenities block, and park infrastructure) expected completion: February 2026 (weather permitting)
  • Planned:
    • Torquay Beachfront Tourist Park - community consultation on options planned for 2025

No final decision has been made about the future of Torquay Beachfront Tourist Park.

Council is considering different options, including:

  1. Keeping it as a caravan park.
  2. Turning it into open space with basic facilities.
  3. Creating a premium playground and recreation hub.

Before any decision is made, the community will be asked for feedback through a formal consultation process.

How much will it cost

  • Scarness Beachfront Tourist Park – $10.8M
  • Burrum Heads Beachfront Tourist Park – $11.3M
  • Pialba Beachfront Tourist Park – $14.2M
  • Torquay Beachfront Tourist Park – Costs will be determined after community consultation and Council decisions.

Community impact

The upgrades will:

  • Provide modern facilities and larger caravan sites to meet visitor needs.
  • Improve the look and usability of the foreshore.
  • Minimise disruptions by staging work so part of each park remains open during construction.

Legacy guest ballot process

  • Around two months before reopening of each stage, eligible legacy guests are invited to apply for a site through a ballot process.
  • Eligibility is based on a review of three years of booking history prior to the redevelopment.
  • Applications submitted by the due date are entered into a random draw.
  • Sites are allocated to maximise occupancy, but due to fewer total sites, not all applicants may be successful.
