Beachfront Tourist Caravan Parks - Master Plan Concepts

Fraser Coast Regional Council owns 4 beachfront tourist caravan parks on the Esplanade at Pialba, Scarness and Torquay, and at the mouth of the Burrum River at Burrum Heads. 
Council is preparing a Master Plan to guide future development and planning for the 4 caravan parks.

To date, the Master Plan concepts have been prepared for the Burrum Heads and Scarness Beachfront caravan parks to specifically:

  • Improve safety and comfort of guests
  • Replace aging/redundant infrastructure & services
  • Improve the design and layout of the parks
  • Ensure caravan and camp sites meet modern day site size requirements (from approximately 80m2 to approximately 120m2 per site) for larger RVs and caravans
  • Enhance site access to and from adjacent roadways
  • Ensure retention of key vegetation in the parks
  • Address current encroachments of the caravan park onto foreshore land

Key design principles considered in development of the concepts are:

  • A new site office to provide a focal entry point and positive first impression
  • Well-appointed and located guest amenities and facilities
  • BBQ’s and camp kitchens to provide communal cooking and eating zones
  • Landscaping to improve site amenity and enhance security
  • Boom gate controls to enter/exit the parks
  • Arrival and layup bays for check in with associated off-street visitor parking
  • Minimisation of pedestrian and vehicle conflicts
  • Development of modern day sites with room for a caravan, annex and towing vehicle.
